Restricting vaccine exemption rights
Under the rules of SB163:
- 
Third party approval by a doctor or state health authorities is required for what were once autonomous, personal decisions.
 
- The best option for parents under the law is to: print a paper copy of the exemption form and ask a trusted doctor or pharmacist to sign off, present the hard copy to the school, and tell them you don’t want the information entered into the state registry.
 - 
Otherwise, parents who decline even a single vaccine must sit through an “educational” video designed by CDPHE. They then must enter their children’s private medical information into a statewide registry that has already experienced three data breaches.

The religious exemption and personal belief exemption are eliminated and combined into a new “non-medical” category. This removes First Amendment links to freedom of religion, setting the stage for future abolishment of exemptions altogether, as has happened already in New York and California.
 
- 
CDPHE is empowered to add new vaccines to the childhood schedule, such as flu, HPV and potentially the new COVID vaccines. Manufacturers of vaccines on the childhood schedule are exempt from liability.
